Phil Kangas is the Acting Deputy Director of the Department of Energy’s (DOE) Loan Programs Office (LPO), focusing on the Office's operations and mission delivery. He previously served as the Division Director for Outreach and Business Development (OBD), where he led LPO’s efforts to source quality project applications.

Prior to joining DOE, Mr. Kangas spent 25 years in the private sector as a management consultant, including a 20+ year career at Grant Thornton LLP, where he led the firm’s National Energy Advisory practice for clients in the natural resources, mining, and renewables sectors. He also led the federal sciences portfolio for work delivered at DOE, Nuclear Regulatory Commission (NRC), National Science Foundation (NSF), and National Aeronautics and Space Administration (NASA).

Mr. Kangas earned a Bachelor of Arts in History and Political Science from John Carroll University and a Master of Public Administration from Syracuse University’s Maxwell School of Citizenship and Public Affairs.
